President Donald Trump's Mar-a-Lago residence was raided for alleged violations of the Presidential Records Act. However, President Trump verbally declassified all of the records in question and that were targeted in said search warrant. Making the verbal declaration a "final act".

As Marbury v. Madison makes clear, the "final act" is all that is required before the Presidential Act is complete.

There need not be any special procedure, or any special ceremony. All that is needed is a wave of the hand. The United States Department of Justice screwed up big time with this one. My prediction is that they had hoped the raid would have spurred public sentiment against Trump and they could have snuck in with injustice. However, now they are facing backlash, will face more, for playing political games -specifically the hiding the Affidavit when they tried to say they were making the material public, hiding the rationale for using a private attorney (without security clearance) to file for the search, and much more.

Trump has beat witch hunts, impeachments, and more. Every time he wins he gets more super human psychologically. The raid was an embarrassment to the Brandon Administration and more importantly an embarrassment to the American citizens.
