The Quintana Roo (the state where Cancun is) Tourism Board (the guys in white shirts) are basically a mafia, who also run the taxis.
United States State Department issued travel advisory for Cancun.

American tourists have to be escorted by police, in the back of trucks, to their flights or hotels.
The citizens are asking everyone to boycott the taxis, for excessive fares, extortion, and mafia like presence on the streets -attacking Uber and even public transport bus drivers.
