DHS provides packages for migrants that include government paid cell phones. Their court dates are as far out as 2027.
I have traveled internationally through 13 different countries and I have never seen cell phones. Furthermore, in my travels I have witnessed illegal entries into various countries and they are all expelled quickly (and given a fine, while detained pending the very quick court appearances).
EDIT: Some are saying these phones are the phones they brought with them, confiscated upon detainment. Others are saying these are provided as part of a welcome kit. I don't know which.
