Before leaving office the previous conservative President gutted everything and removed Guatemala from most international task forces, accords, unions, and such. The various ministries were gutted and staff were replaced with die hard loyalists to the outgoing President -with Contracts that prohibit their firing without excessive severance.
This is a country to watch and compare to El Salvador in the same region.
