Belize is no longer a signee of the Hague Convention. Service of American Civil documents can only be done pursuant to local Belize laws:

In Belize, anyone trying to serve documents MUST:
Get Supreme Court permission,
Pay processing fees of $2,000bzd/$1,000usd (required)
Cannot serve at a person's home or church or within 5 miles of said location. Even if the location is also their "work" location.
Must be done during daylight weekday hours.
Can only be attempted 3 times.
Can not be done by a government official -licensed only, but licensed process servers are about $500usd an hour.
Can be disputed in court, even prior to return of service, to determine if properly served -with the backlog in Belize Courts of up to 10 years for criminal and civil matters to make it to trial...
Must be served with 48 hours of docketing the matter (and paying the fee).
